CB&I and AG&P Industrial have completed and commissioned two 60,000 cu m full containment liquefied natural gas (LNG) storage tanks at the LNGPH Ilijan facility in the Philippines.
The project represents the nation’s first large-scale onshore LNG storage facility and marks the world’s first operational in-service deployment of all-steel full containment LNG tank technology.
Departing from conventional full containment designs that rely on reinforced concrete outer walls, CB&I utilised 9 per cent nickel steel for both inner and outer structures while maintaining compliance with international safety and technical standards.
Both tanks are fully operational following performance testing, establishing a proven design that enhances project economics, accelerates construction schedules, and delivers full containment safety benefits.
Construction was completed with zero lost-time incidents across more than one million work hours.
The successful commissioning establishes a new benchmark for regional infrastructure development, demonstrating that all-steel full containment storage is commercially advantageous and technically feasible.
Executives from both organisations noted that the facility provides operational reliability and schedule certainty while supporting the Philippines’ first world-class LNG import terminal.
The deployment confirms that alternative structural materials can mitigate project risks without compromising safety parameters or performance requirements.
As emerging markets across Southeast Asia expand natural gas import capacity, the technology offers a repeatable framework for developers seeking cost-effective and rapidly deployable storage infrastructure.
CB&I and AG&P Industrial intend to leverage this operational success for future infrastructure developments across the region.
