Saudi Arabia’s Ministry of Energy has emphasised that all activities involving petroleum and petrochemi-cal materials require proper licensing, in line with the Law of Petroleum and Petrochemical Products issued by Royal Decree No. (M/139) on January 12, 2025, replacing the previous Law of Trade in Petrole-um Products.

The law aims to ensure the security and reliability of petroleum and petrochemical supplies, strengthen sector oversight, enhance compliance, and prevent violations, thereby maximising the value of raw ma-terials and supporting their advancement to higher stages of production.
