Guyana is entering a new phase of local content development as its oil and gas sector grows. Starting January 2026, the government will implement faster, more structured processing for Local Content Act certifications: sole proprietorships and landlords within five days, 100 per cent Guyanese-owned firms within 15 days, and all others within 21 days.

Renewals will be faster, and digital tools—including online portals and a Local Content App—will streamline access to procurement and employment opportunities.

These reforms build on the 2021 Local Content Act, which in 2024 directed about $743 million to Guyanese companies.

Stakeholder consultations launched in late 2025 aim to revise the law, expanding reserved work categories and promoting local ownership of high-value assets like supply vessels.

By improving implementation, institutional capacity, and digital access, Guyana is moving from foundational participation rules to an agile, efficient framework that enhances domestic economic benefits and strengthens partnerships with international oil companies, providing a model for other Caribbean and Atlantic Basin producers.
