BACKGROUND

Abu Dhabi Power Corporation (AD Power), through Abu Dhabi Waste Management Centre (Tadweer), in collaboration with Emirates Water and Electricity Company (EWEC), plans to develop a waste-to-energy (WTE) plant located near the Al-Dhafra landfill, Abu Dhabi, with a capacity of between 600,000 and 900,000 tonnes of waste a year.

The project aims to prevent the annual release of nearly 1.1 million tonnes of CO2-equivalent emissions.

Furthermore, the plant will add 80 MW of power generation capacity from a non-fossil fuel source, equivalent to powering up an average of 52,500 UAE households


PROJECT SCOPE

The project scope includes construction of a waste-to-energy (WTE) plant with a capacity between 600,000 and 900,000 tonnes of waste a year and generating up to 60 megawatts (MW) of electricity, equivalent to powering an average of 52,500 UAE households.

The scope also extends to connect to the grid to generate power for households across the city and high-efficiency steam turbine generator set.


PROJECT STATUS

As of November 2025, Work on the Abu Dhabi Waste-to-Energy Plant project is accelerating.


PROJECT FINANCE

Abu Dhabi National Energy Company (TAQA) is the project client.

The successful developer will own up to 40 per cent of the entity while the remaining equity will be primarily held indirectly by the Abu Dhabi Government.

Abu Dhabi Waste Management Centre (Tadweer) will implement the project.

Emirates Water & Electricity Company (EWEC) will be the off-taker of the electricity generated by the plant.

The project will be developed under the public-private partnership (PPP) model

On July the 1st, 2020, TAQA has completed its transaction with Abu Dhabi Power Company (ADPower) where ADPower transferred the majority of its power and water generation, transmission, and distribution assets to TAQA
